New MSME's Scheme — Mission YUVA J&K

What the New MSME's Scheme covers
The New MSME's Scheme (Annexure II) funds the setting up of fresh small and medium enterprises in Jammu & Kashmir — manufacturing units, food and fruit processing, packaging, printing, fabrication, cold storage support activities and larger service enterprises that need machinery capitalisation and broader funding.
This is the tier most Mission YUVA applicants use when the project involves plant, machinery, fit-out and a working capital cycle rather than a small shop counter.

- Project cost up to ₹10 lakh, with higher limits for specified manufacturing tiers
- Capital subsidy of 25% (30% up to ₹1 lakh for women and PwD applicants)

- Can be combined with Udyam registration benefits and other MSME incentives
Who it is for
New manufacturing, processing or service units needing machinery and working capital
Eligibility
- Domicile of Jammu & Kashmir
- Age typically 18–40 years (relaxations as per scheme guidelines)
- New enterprise — the unit should not already be operational and financed
- Viable project with clear machinery quotations and a market for the output
- Clean credit history; not a defaulter of any bank or financial institution
Documents required
- Aadhaar and PAN of the applicant (and all partners / directors)
- Domicile certificate of Jammu & Kashmir
- Recent passport-size photographs
- Educational / skill certificate (where the activity requires one)
- Detailed Project Report (DPR) with cost of project and means of finance
- Quotations for machinery, equipment or fit-out
- Proof of business premises — rent agreement, ownership proof or NOC
- Bank statement of the last 6 months and existing loan details, if any
- Udyam (MSME) registration — at or before disbursement
- GST registration, trade licence or FSSAI, wherever applicable
Process & time period
Typically 4–8 weeks from a complete application to first disbursement, depending on technical appraisal and machinery procurement.
Portal registration & scheme selection
Register on the Mission YUVA portal and select the New MSME's Scheme (Annexure II).
Bankable DPR & CMA
We prepare the Detailed Project Report — machinery costing, capacity, sales projections, break-even, DSCR and CMA data where required.
Branch submission & appraisal
Application, DPR and KYC set submitted to the J&K Bank branch; technical and financial appraisal follows.
Sanction & documentation
Sanction letter, loan documentation, margin money deposit and CGTMSE cover.
Disbursement & subsidy
Machinery paid directly to suppliers against invoices; capital subsidy and interest subvention claims lodged by the branch.
